This Sustainable Energy Action Plan for Usurbil proposes measures along five lines: energy efficiency, renewable energies, mobility, waste, water, and the natural environment.
The work effort will be greater until 2020 (both in terms of a number of measures and investment) although it will not have as much impact on the reduction of emissions. On the other hand, the importance that has already been given to the change in waste management within municipal policies will have a direct impact on the distribution of emission reductions in the Usurbil PGOU. As a result, the 58 measures included in the Usurbil PGOU are expected to generate a reduction in emissions of 5,324 tonnes of CO2. As mentioned above, the measures will be carried out in the five strategic lines, affecting the municipal department, accommodation, and services.
As far as the municipal department is concerned, the City Council estimates an investment of 1,348,273 € for the implementation of actions to reduce NEG emissions in the buildings and competencies it owns. In this way, 63% of the total emission reductions of the EJEP are expected to be collected. Most of the actions envisaged in this area will be measures that increase the energy efficiency of the buildings and facilities dependent on the City Council. However, most of the reductions in NEG emissions are due to water-saving and changes in waste management, as these are the areas with the greatest capacity to reduce NEG emissions. The residential area accounts for 37% of the total reductions in NEG emissions and the measures proposed are particularly favorable to increasing the energy efficiency of homes and establishing sustainable mobility habits. In this sense, the promotion of public transport and, in general, the acquisition of efficient vehicles will be encouraged, prioritizing the minimization of their use. The planned cost in this area is €11,354,349, although it should be noted that subsidies that could be included in this cost have not been taken into account.
Finally, the services area decreases up to 0.5% of the NEG emission reductions included in the municipality's EJEP.
