The Second Strategic Plan (2007-2013) introduced, as a result of a special political context, unusual advances that are still at the forefront today, such as: the creation of a public advisory service for organic production; the promotion of short marketing circuits; the articulation of the production sector (partly thanks to a decisive commitment to organic public procurement); greater interest and support for the use of local varieties and extensive livestock; or the promotion of new research and extension figures in some territories. The breakdown of the favourable political framework generated significant setbacks in this respect, so that the Third Strategic Plan 2017-2020, although it introduces certain actions of agro-ecological interest such as support for short marketing circuits or the use of agricultural biodiversity, is a good example of the conventionalisation of ecological agriculture, in addition to not setting out a clear financial framework for these actions.
