The assessment of the realities of lesbian, gay, transsexual, transgender, bisexual and intersex people in Vitoria-Gasteiz was carried out between June and December 2017. It is the first analysis exercise, promoted by the Equality Service of the City Council, based on an attempt of understanding of LGTBI people in the city and different associations and collectives that either form part of the associative fabric or have a direct relationship with LGTBI people in their daily activities. It also proposes, in its final part, actions that could be included by the Equality Service in the IV Plan for Gender Equality in Vitoria-Gasteiz 2018-20210, with the aim of mainstreaming sexual and gender diversity in the policies it promotes.
The Equality Service of the City Council of Vitoria-Gasteiz calls for the need to broaden the political subject of "women", without foregoing it, "to include people who face discrimination on grounds based equally on the sex-gender system and patriarchy". The presence of other structural sources that generate potential inequality in addition to gender, such as age, cultural origin, administrative status, social class or functional diversity, cannot and should not be overlooked. For this reason, both the process of construction and the drafting of the assessment originate from a feminist and intersectional perspective. The theoretical and practical implications of this perspective are present throughout the document.
